Instructions: 
Make a folder inside of Modloader's directory, rename it whatever you want to call it
then put these two files inside after it was loaded, play the game or if you're going 
old-school Download The Alci IMG Editor to open gta3.img and replace these two files
rebuild the archive and finally, play your game.

Note on how to replace the texture from a .txd file:
As you can see to the .txd files, it's not locked nor broken for some reasons, its just that I'm no longer using the TXD Workshop anymore
instead I used the MagicTXD for some good modding use and if you want to reduce the lag from my weapon mods, then feel free to open 
the "Quality and Lore Tints" folder and choose which quality you desire to alleviate, and along with the weapon icon make sure 
you untick the "Generate mipmaps" section when replacing it as keeping it ticked would make the icon ugly and sharp instead of
normal and soft, once thats done save it then follow the "Installation for Modloader and Non-Modloader Users" instructions.
